A dignified final resting place;this is the outcome of the up-grade at the Kuils River Ceme-tery where more than R2,2 mil-lion has been spent in ensuringthis facility is in tip-top condi-tion.

The City of Cape Town’s CityParks department has undertaken

this upgrading, featuring internaland external improvements to thefacility. Tandeka Gqada, councillorand mayco member for communityservices of the city said in a mediarelease the upgrade was startedthree years ago. The upgrade isnear completion.TygerBurger reported on one of

the major improvements done inJuly 2010, when the old brick wallwas replaced. Due to heavy traffic

flow in Van Riebeeck, the wall hadcollapsed numerous times.The old brick wall had now been

replaced with a green palisadefence.Other upgrades include the new-

ly created parking area, ablution fa-cilities, the new improved main en-trance gate and landscaping in andoutside the facility.“Negotiations are also under way

for the extension of the cemetery,

which the new parking facility willsupport,” said Gqada.Thus far, improvements made

this year alone amount to R1,2 mil-lion, with the addition of R900 000allocated for the 2013/14 financialyear for further improvements.As the current burial spaces are

almost full, these monies will be al-located to the extension of the ceme-tery.Gqada said: “We are well on our

way to developing this cemetery asa flagship facility, where residentscan visit their departed loved onesin a safe and peaceful environ-ment.”City Parks has invested substan-

tial funding in the upgrade over thepast three years in order to improvethe cemetery’s appearance and re-store it to its rightful condition asa place of dignity.

TygerBurger last week successfullylaunched itsmobisite with about 400 visitorsaccessing the mobisite on the first day.

The mobisite – tygerb.mobi – went livelast Wednesday, giving readers access to Ty-gerBurger content on their cellphones.

Mobisite visitors viewed a total of 2 487pages on the first day and over 4 500mobisitepages over the past week.

The mobisite registered more than 600unique visitors spending an average time offive minutes on the site per visit.

Since the launch emails have been stream-

He said: “In my capacity as chair-person I must applaud the efforts of thedepartment – they really did their home-work as to what needed to be done. Insamelaarook doenigin K’rivier

The case of Thabo Bester (23), al-so knownas theFacebook rapist,has recently been postponed inthe Western Cape High Court.

The last time Bester appeared inMay, the state and Bester’s defencefailed to reach an agreement on aplea and sentencing agreement.

This time the judge, Andre leGrange, postponed the case to Au-gust 13 to enable Bester to consulthis lawyer, Susanna Kuun.

Bester was transferred fromLeeuwkop Prison in Johannesburgto the Drakenstein CorrectionalCentre in the Western Cape, so Ku-un didn’t have enough time to takeinstructions.

In an unrelated case, Bester wassentenced to 50 years in prison forraping and robbing two women.

He was sentenced to 15 years in

jail on each count of rape and 15years on each count of robbery.Five years of each robbery was sus-pended.

Bester was dubbed the Facebookrapist as he used the social net-working site to lure women to meethim. He would meet with the wom-en after claiming that internationalmodelling scoutswere interested inthem.

Armed with a knife, he thenraped and robbed them.

He is currently accused of killing26-year-old Nomfundo Tyulu in aSunset Beach guest house.

In oneof his court appearanceshetold the court in mitigation that hehad been raped by his grandmoth-er’s friend when he was young,raped several times by a man whopromised to look after him, and thathe was gang-raped in prison.

In a time when the controversial issue ofschool closures had tempers flaring in theWesternCape, theopeningof anewschoolbrings hope for parents fromKuils River.

The Rouxville Primary School, located onthe premises of theMetroEastEducationDis-trict offices on Nooiensfontein Road, openedits doors earlier this year.The staff, consisting of six teachers, one

principal and three support staff are entrust-ed with the education of the learners of Roux-ville Primary. Learners are accommodatedin Grades R to 3.PaddyAttwell, head of communications for

the Western Cape Education Department(WCED) said the school opened in Januarythis year.The school currently accommodates 169

learners and is an English-medium school.Attwell says: “The department decided toopen the school because of pressure on exist-ing schools in the area and to meet increaseddemand for English-medium schooling.”Temporarily the school is being operated

from six mobile classrooms and Attwell sayslearners hail from Kuils River and consist ofan integrated group.Preparation for the school was started last

yearwhen thedepartment appointed contrac-tors to install the mobile classrooms at theschool.“The department plans to install more mo-

bile classrooms as required while trying tosecure a site for a permanent school,” saidAt-twell.

Attwell also confirmed rumours that thedepartment is investigating the feasibility ofopening a new high school in January 2013also in the Metro East Education District.Acting principal of the school, Serina Dan-

iels says the school is busy and in full swing.She says their registration for next year hasdoubled and the school is already busy withmany exciting programmes.They also participated in the Health Pro-

motion Week schools programme and wonsecond place for their project for theMetroEast Education District.“We are very proud of this, we are not

even open for long, it’s a great achievementfor us,” she said.The Grade 3 classes (who are the seniors

at the school) have also started a vegetablegarden project at the school.Daniels says their plans include initiat-

ing more extramural activities at the school.Currently they have mini-netball, mini-rugbyand a school choir. Grade 3 prefects were alsoelected and a head boy andhead girl are leadingthe team.Another highlight for the school is the end-of-

year concert they are already rehearsing for.One of the parents whose child is enrolled at

the school, Wendy October, is very optimisticabout the school.“I amveryhappywith the school. It is a really

good school and I will recommend this schoolto parents to enrol their children here.”

Mitchell Street residents wantmotorists to slow down.

After 25 years of lobbying for traf-fic calming measures for theirstreet they have finally heard thattheir efforts will not slow downcars.Resident Tubby Nel revealed this

week that they have nowheard thattheir street does not qualify forspeed bumps.Nel and other residents of the

street in Elim, Kuils River submit-ted continual requests for trafficcalming measures in their street.All these efforts now prove to havebeen in vain.Brett Herron, councillor and

mayoral committee member fortransport, roads and stormwater,City of Cape Town, informed resi-dents that the street does not quali-fy for speed bumps.

At the last meeting held with lo-cal ward councillor Jacob Jacobs,(15 June 2011), residents communi-cated their reasons for requestingspeed bumps in their street.In TygerBurger’s presence resi-

dents informed Jacobs of the reck-less speeding of motorists, ignoringstop signs, and negligent drivingthat has also resulted in driverscrashing into walls of residents onnumerous occasions. There are alsoinstances when some motorists areresorting to driving on the pave-ments.In it’s response the city states that

they have considered all these fac-tors in their assessment including;speed, accident history, traffic vol-umes, pedestrian facilities, proper-ty access, population density, park-ing activity and public amenities.Herron said: “Given the afore-

mentioned and having consideredthe criteria of the City of CapeTown’s Traffic Calming Policy, it

was decided that the circ*mstancesthat exist don’t justify the imple-mentation of street bumps.”Mitchell Street is adjacent to

Hoek Street and the city evaluatedboth these streets.Herron further says in the assess-

ment done, the city established thestreets to be classified as a Class 5residential road within a mediumdensity residential area.“The traffic volumes were not ob-

served to be significantly high andvolumes remain well within the en-vironmental capacity of the road,”he said.The only traffic calming meas-

ures the streets do qualify for is theerection of a sharp curve chevronsign to be placed at the bend wherethe existing stop control is locatedand combined curve signs to beplaced approximately 40 metres be-fore each bend along both streets.Nel is furious with this outcome

and decision to erect more chev-

rons.“The chevrons that are here now,

areuseless, peoplehavedrivenoverthem many times. The new oneswill make no difference at all. Whatabout all the accidents which oc-curred here, where people gothurt?”An angry Nel added that as resi-

dents they want the officials of thedepartment to come and speak tothe residents and hear directlyfrom them what the issues are.“It’s a shame that this is the treat-

ment we get, I now understand whypeople toyi-toyiandburn tyres to gettheir concerns heard.”He says at this point they plan to

submit their grievances about thisissue to the mayor Patricia deLille’s office and Premier HelenZille.“Wewant an explanation,wenev-

er feel safe in our road, even whenwe need to leave our driveways, it’sdangerous as my driveway is two

metres from the corner and carscome speeding on.”Oncoming vehicles endanger his

life and that of his family.“It’s not supposed to be like this,

we must live in fear in our ownroad.”Theprocess inapplying for traffic

calmingmeasures in residential ar-eas, is governed by the city’s TrafficCalming Policy. All requests areconsidered by the factors as stipu-lated in this policy.The process is as follows:. A request is submitted to the

Subcouncil manager;. The ward councillor then

screens the requests and submitsthe screening assessment to thesubcouncil which requests thecity’s TransportDepartment to con-duct a technical assessment, and

. This technical assessment re-port is submitted to the subcouncilfor decision in terms of the TrafficCalming Policy.

the progress made in the community over thepast year.The main aim of MES includes the allevia-

tion of poverty and the enrichment of commu-nities through spiritual services and the of-fering of education and skills developmentservices.Johan said MES’s commitment was to

change the heart of the city.He said it was important to respect people

– “use the word ‘us’ more instead of thinkingabout situations in an us and them way,” hesaid.Johan said it was necessary to keep on do-

ing good things. “That is the language MESspeaks,” he said.One of MES’s main focuses is to empower

people to become independent and sustaina-ble. “It is about teaching people to live in acommunity,” Johan said.On the South African welfare front, 85 per-

cent of employed people are suffering from a“dependency disease,” according to Johan.A total of 47 percent of MES’s Cape Town’s

income is from individuals.Ilse Els,manager:MESCape Town, said the

MES model is based on three phases: preven-tion and intake; intervention and exit.She stressed the importance of not giving

food to individuals. “If giving food is not partof a process, don’t do it,” Ilse asked. “We needto stop the bleedingheart approach,” she said.Ilse said outreaches, a feeding and clothing

scheme and a “180 Degree Centre” forms partof the prevention and intake phase. “The 180Degree Centre is a crisis and care facility, acentre where people can turn their livesaround, hence the name,” she said.During the intervention phase, street peo-

ple are involved in community services, such

as street sweeping. “Street people are clean-ing their lives, while they are cleaning thestreets, so to speak,” said Ilse.As an example of the success of the exit

phase, Ilse said four people from MES lastyear became entrepreneurs, while anotherfive obtained permanent positions.Part of their strategyaheadwas tomaintain

and expand current projects, focusing on jobrehabilitation and training andbasic care, ac-cording to Ilse. She said it was important forMES to build sustainable relationships andpartnerships. “Our developmental centre inBellville is a big challenge,” she said.

cence, the process requires pet owners toregister all cats and dogs kept on their prop-erty at no cost.

Additional animals not registered before31Augustwill result in a fine aswell as thosewithout a chip, name tag or tattoo to be iden-tified.However, applications completed after

this date will not be denied without reasonbut will be looked into upon inspection.This is necessary to obtain accurate infor-

mation of the domestic population in CapeTown where failure to comply will result ina R300 fine or animals being impounded.Owners are encouraged to update their

pets details with regard to pet deaths andnew pets as this occurs.

Did you see this hit-and-run?I would like to highlight an incident whichtook place on 18 July at about 18:20.

My son was cycling along the ZevenwachtLink Road between Langverwacht and theStellenbosch Arterial roads. He was deliber-ately struck by a speedingmotorist in a darkcoloured motor vehicle. The motorist droveoff without stopping and left my son lying inthe middle of the road.

Fortunately he was not struck by the on-coming vehicles. He managed to move him-self towards the shoulder of the road wherehe remained lying on the cold tarmac as hecould not get up.

Fortunately he wore a helmet which wasalso cracked on impact. He was wearing re-flective clothing and had a bright red light

on the rear of his cycle. A cyclist ahead ofhim turned around to assist him.

Several other motorists also assisted bysheltering him from oncoming traffic.

When my wife and I arrived at the scenewe could only look on in horror. TheNetcare911 ambulance services were summoned. Hewas put on a flat board and transported toKuils River Hospital.

The Western Province team proved tobe consistent and gave challengingstrokes against opponents which sawthem reap the rewards for their hardwork.

The vice-chairperson of Western Prov-ince Table Tennis congratulated theseathletes on their achievements.

“This is an example to others, provingthat no matter the circ*mstance you canrise above your challenges and achievesuccess.”

It should spur others, especially thosein the community with physical disabili-ties to rise above circ*mstances.

The Western Province team receivedtwo gold, one silver and two bronze med-als.

Agt njalas van die Tygerberg-dieretuinhet ’n nuwe tuiste gevind by Zandibela seprivate natuurreservaat in die Baviaans-kloof in die Oos-Kaap.

Pieter en Herna van der Zanden van Plat-tekloof het die diere gekoop nadat hulle indie pers gesien het die dieretuin gaan eers-daags sy deure sluit.

“Die bokkies was van die min diere in diedieretuin wat nog nie nuwe tuistes gekry hetnie, omdat die njala volgens natuurbewa-ringswette nie in die Wes-Kaap mag losloopnie,” sê Herna.

Die een bul en agt ooitjies is verlede Don-derdag by die dieretuin se kamp verdoof engereed gekry vir veilige vervoer na die wild-reservaat.

’n Veearts, Doempie Triegaardt, van Tul-bagh was byderhand om die diere onder ver-dowing te plaas ,waarna hulle in ’n wildstrokgelaai is. In die trok is ’n kalmeermiddel toe-gedien, waarna die diere weer gespuit is met

’n middel wat die verdowingsmiddel, M99,uitkanselleer.

“Sodoende is die diere kalm, maar nogsteeds wakker vir die lang rit,” sê Trie-gaardt. Volgens Triegaardt mag die sterkM99-verdowingsmiddel net deur veeartse ge-koop, hanteer en toegedien word.

“Die middel word ongelukkig ook onwet-tig verkoop en vir renosterstropery gebruik,wat die veeartsberoep in die laaste paar jaarin ’n swak lig gestel het,” sê Triegaardt.

Die middel mag net gebruik word om dierete verskuif of beseerde of siek diere te behan-del.

Die Van der Zandens is in ekstase oor diepragtige diere wat voortaan by die reservaatse luukse lodge gaan rondloop.

“Njalas is oor die algemeen baie skugteren word om dié rede nie sommer deur wild-besigtigers gesien nie,” sê Pieter en voeg bydat die Oos-Kaap dié bok se natuurlike habi-tat is.

“Ons verwag dat hulle binnekort gaan flo-reer en baie gelukkig en gesond by hul nuwetuiste gaan wees,” sê hy.

A choice selection of promising Western Capeinstrumentalists have successfully audi-tioned for this year’s Hugo Lambrechts Con-certo Festival.

The concert, made possible by a generoussponsorship by Die Burger, takes place at theHugo Lambrechts Auditorium in PictonStreet, Parow on Sunday 26 August at 19:30.The festival will also celebrate the 10th anni-versary of the auditorium.

The instrumentalists will be joined in thislocal musical highlight by the pianist Kensu-ke Kawajiri from Gauteng, winner of the 2011SAMRO Hubert van der Spuy National MusicCompetition.

All will perform with the Hugo LambrechtsSymphony Orchestra.

Cape Town and national Kung Fu Mas-ter, MJ Li (Muhammad Junaid Chafek-er) has just returned from The Legendsof Kung Fu World Martial Arts Champi-onships in Houston, USA where he wongold and finished first in the InternalOther Taiji (Tai-chi) Kung Fu divisions.

The Goodwood resident further addedto that, two more gold medals achievedin the Special Exhibitions Events underBagua and H-Sing-I Forms Divisions.

Li was part of approximately 1 000kung fu athletes who converged on TheMarriot Westchase Convention Centrein Downtown Houston. Athletes from asfar afield as Peru, Canada, Mexico, Tai-wan, Hong Kong, and China competed.

Li was the only South African who rep-resented the country.

Competition was tough and saw many

regional, national and even continentalchampions competing at The LegendsWorld Champs.

This was Li’s third World Kung FuChampionship in which he representedSouth Africa.

Previous competitions saw him in2006 finish third at The World Tradition-al Kung Fu Champs in Beijing, China.

He finished second in 2010 at TheWorld Chin Woo Kung Fu Champs inShanghai, China and now arguably hisfinest performance at a World Champi-onship.
