During the 1970s the Chinese government had built the Karakoram Highway, a major access road into the area.

The scale of such disasters (and even the use of the term is perhaps inappropriate) is clearly so many orders of magnitude greater than those with which we are concerned that we exclude them. 23 More recently, there have been two or three occasions when a large proportion of the human inhabitants of this planet died with apparently little distinction in regard to the relative risk of different social groups. Many millions died during the pandemics of bubonic and pneumonic plague known as the Plague of Justinian (AD 541–93) and the Black Death (1348–53).
